Learning unit contents

The course is structured in four blocks: An introductory session dedicated to the in-depth analysis of the principles of subsidiarity, proportionality and the subsequent distribution of competences. It then focuses on the analysis of three subjects within the three types of EU competences (exclusive, shared, complementary). The policies analysed this year will be:

The Common Commercial Policy (CCP) - with a focus on the link between the CCP and the EU sanctions regime; and

The health policy, divided into "common safety concerns in public health matters" (shared competence), and "protection and improvement of human health" (supporting competence).

Each block will be followed by a discussion session where the questions inserted in the previously presented slides will be addressed.

European Defence and Security Policy

Comprendre la structure et les objectifs de la PSDC : les étudiants seront capables d'expliquer les principes fondamentaux, les objectifs et la structure institutionnelle de la PSDC, y compris les rôles des organes clés de l'UE tels que le Conseil européen, le Haut représentant et l'Agence européenne de défense. Ils comprendront comment ces institutions se coordonnent pour créer et transformer la politique de sécurité de l'UE.

Analyser l'impact de la PSDC : les étudiants développeront leur capacité à évaluer de manière critique les défis de la PSDC dans le traitement des questions de sécurité contemporaines. Ils seront en mesure d'évaluer des missions et des opérations spécifiques de la PSDC et de discuter des défis politiques, stratégiques et opérationnels auxquels l'UE est confrontée dans la mise en œuvre de cette politique.
