Learning unit contents
This module deals with the governance of health at global level and the governance of the health sector at country and community level. It is based on the presentation of theoretical frameworks and the review of case studies, in order to help learners reflect in depth on the concepts underlying health systems and universal health coverage. The module also aims to link/apply the concepts to concrete situations.
The module successively addresses the following points:
1. Notion of health systems
This part covers the general foundations of the concept of health systems and universal health coverage, and demonstrates the importance of governance at international, national and community level. Particular emphasis will be placed on the potential players and their possible interactions, and on the essential public health functions in a multisectoral approach through case studies.
2. Participatory governance
This part deals in detail with the question of the participation of the various stakeholders in the organisation of governance in health systems in countries. It will consist of an introduction to the concepts and organisational methods of participatory governance, as well as case studies.
3. Evaluation of health policies, programmes and systems
This part of the module will focus on the planning and evaluation aspects of health policies and programmes, which underpin governance, and in particular the coordination of interventions and decision-making. The issue of resilience in the health system will be addressed. The case analysis will be carried out within the framework of the primary health care approach and universal health coverage.
4. Crisis and preparedness
This section will guide the learner in the application of governance arrangements for crisis management. The subject will be approached in a practical way through a critical review of the experiences of an international partner. The aim will then be to compare this experience with that of the learners, in order to draw out practical lessons.
5. One Health governance
This section of the module will highlight the issue of multisectorality, integrated approaches to health, and intersectoral coordination of responses to the challenges of the health sector in countries. In particular, the issue of implementing these approaches at country level will be addressed, pointing to the practices and tools for evaluating and supporting this implementation as devised by international institutions.
From the 5 parts mentioned above, the learner will be led to draw out the principles and possible actions to be associated/combined in order to propose an intervention at different scales. This section provides a few methodological keys to building an intervention, taking into account issues relating to the scales and contexts of action.
