Learning unit contents
The course covers selected issues of social security law in its public law dimension. In particular, the right to social security, understood as a fundamental right enshrined at international and national levels, the rules governing the distribution of competences in the field of social security in the federal state, the law governing the financing of social security and the legal principles applicable to relations between the insured and social security institutions are covered.
It also introduces students to the history of Belgian social security through the compulsory reading of a book on the subject.
Learning outcomes of the learning unit
At the end of the course, students should be able to explain precisely the legal issues dealt with in the course, to reason autonomously on a casus related to the subject and to propose informed and lucid reflections on social security issues. They will also be able to explain the broad outlines of the history of Belgian social security and highlight its political dimensions.
Prerequisite knowledge and skills
Having followed - and passed - the Labour and Social Security Law course will facilitate a good understanding of the course.

Detailed slides will be made available to students via my.uliege after each lesson. They are an aid to note-taking, but do not replace it.
For 2024-2025, students will need to read Guy Vanthemsche's book, La sécurité sociale. Les origines du système belge. Le présent face à son passé, Bruxelles, De Boeck, 1994. The text will be made available to them during the first course.

Oral examination. The teacher reserves the right to replace the oral examination by a written examination depending on the number of students.
Students may use the codes or a collection of legal texts without annotation or personal comment, with the exception of article to article cross-references. Blank Post-It notes are allowed. The use of fluorescent markers or underlining is permitted.
The main assessment criteria include the student's ability to develop legal reasoning by articulating the supporting arguments in a logical and rigorous manner, as well as their ability to explain in a precise and coherent manner a moment in the history of social security and the issues involved.
